Christmas is always a time of reflection, when we analyse the previous 12 months, pondering on our successes and failures, keen to ensure next year is even better.

2010 was a challenging year, yet Council achieved important milestones such as delivering our second budget which included a $66 million capital works program.

To maintain the Fraser Coast’s reputation as one of the fastest growing regions in Australia, Council launched its Economic Development Strategy and the Fraser Coast 2031 Strategy which will guide the development of the region for the next 20 years.

The Fraser Coast 2031 Strategy is the first step in developing a Community Plan and creating one Fraser Coast Planning Scheme.

We worked closely with the tourism industry, the development industry and ratepayers to build a better region.

We listened to our residents at Community Chats throughout the Fraser Coast and strived to implement their wishes where practicable.

We finally put amalgamation to rest and will continue to move forward confidently.

While our communities within the region have significant differences, that adds colour, interest and variety. We are not just a beach region. We are not just a country region, or an historic centre. We are all of those and more, with much to offer new businesses, new residents and tourists.

We have every reason to be proud of our Fraser Coast and confident in its future. While we have buckled slightly under the weight of the economic blues, we are now in a position to bounce back strongly as the economy lifts.

I wish you a joyous Christmas with your families and friends and trust that you enter the New Year with confident enthusiasm.

Residential or commercial? Home based business assessments
Council routinely undertakes inspections across the region to ensure that property use is consistent with the rates charged.

Acting CEO Lisa Desmond said that under Council’s revenue policy residential rates are applicable to properties used solely for a “single residential dwelling” purpose. Where a property is used for commercial, business or similar purposes, “commercial rates apply.”

Recent inspections have highlighted a number of residences being used as museums or to showcase the region’s rich cultural heritage.

“The inspection process was not designed to impact on those properties,” Ms Desmond said.

“Residents who open their own homes for the public to occasionally view their heritage character or gardens and who may request a gold coin or nominal entry fee to cover expenses such as public liability and insurance will not be impacted.

“Council supports and encourages small home based businesses which are an integral part of providing opportunities for the community and visitors to the region to experience our rich heritage.”

Ms Desmond encourages residents to contact Council for information regarding the impact on their rates of operating a home based business, as some have already done, to ensure that they have the relevant approvals in place to operate a home-based business.

Enquiries from some property owners in early December resulted in Council resolving at its Ordinary Meeting on December 8, to review and clarify the rating structure and charges for home-based businesses as part of the 2011/12 budget deliberations.

Christmas Picnic at the Pines
Don’t spend Christmas alone. Head to the Pines Playground on the Hervey Bay Esplanade for Fraser Coast’s Christmas Picnic Lunch at the Pines.

There’s no age limit, children are welcome and lunch is from midday to 2pm.

Anyone wanting to volunteer to help or donate money should contact the Mayor’s secretary Jenni Oort on 1300 79 49 29.

Hervey Bay foreshore cleanup day
Everyone’s invited to the Hervey Bay foreshore on Sunday 20 February 2011 for a two-hour clean up and celebration of our fantastic natural environment.

Fraser Coast Regional Council’s environment section has selected 10 natural areas along the Hervey Bay foreshore that will benefit from the removal of weeds, rubbish and dead plant material. Trees will also be planted near the All Abilities Playground.

“We are aiming to have a fun morning with a celebration barbecue to round it off after work finishes around 10am,” said Fraser Coast Mayor Mick Kruger.

“We live in one of the most beautiful areas in Australia. We have World Heritage Listed Fraser Island, the Great Sandy Strait RAMSAR site and our mainland foreshore is nothing less than stunning. I would encourage everyone to set Sunday 20 February aside to come along for a couple of hours light work, but more importantly to celebrate and enjoy our natural environment.”

This Fraser Coast Regional Council initiative to highlight the work of the Community Environment Program (CEP) in which groups of residents help maintain parks and natural areas. The popularity of the CEP is growing across the Fraser Coast region with 18 groups already under way. Residents can form their own groups or join an existing group.

Volunteers on 20 February are encouraged to turn up no later than 7.45am for 15 minutes of induction and instruction, before pitching into the clean up action at 8am. A prompt arrival would be appreciated so Council staff need to carry out only one group induction.

All tools will be supplied but volunteers are encouraged to wear a hat, gloves, sunscreen and covered-in shoes and bring a water bottle.

“We are hoping to get at least 250 people register so that we can make a significant impression on our foreshore,” Cr Kruger said.

“We would also encourage businesses, particularly near the foreshore, to come on board and help sponsor the celebration barbecue. Any business interested should contact Lauron Power on 4197 4458.”

Volunteers will be allocated an area and notified where to turn up on the day. Watch this space for more information closer to the event.

Maryborough’s young people should watch the newspapers for registration forms for a trip to Dreamworld, Cablewake, art classes at Gatakers Artspace ($10)

And … Kick it for Kids is re-opening for the school holidays from 15 December to 14 January at the Tiaro Community Centre.

Bauple’s young people will be able to enjoy the Council’s portable ramps at the Bauple Recreation grounds during January – keep a lookout for the dates.

Chinese garden for Botanical Gardens next year
Expect a Moon Gate and Cloud Wall,  two contemplation courts, a fortune wall, an arbour, riffle and ponds in the Chinese garden planned for the Hervey Bay Botanical Gardens.

The garden design by Fraser Coast landscape architect Stephen Perry, is finished and building will start in the New Year once the plans are approved by Council’s buiding department.

The Chinese garden was planned in co-operation with designers from the Fraser Coast’s sister sity Leshan. It will include artifacts brought back to the Fraser Coast by Councillors visiting Leshan in May this year.

The garden will be located near the Urangan Community Centre.

Message from the Acting Mayor

Hello

The storm season is nearly upon us and residents who have lived here all their lives, as I have, will be well aware that cyclones do hit our region. Lives have been lost in the past. We want to ensure that doesn’t happen in the future.

The key to your family’s survival during a cyclone, flood or bushfire is preparation.

The Council is helping you prepare by issuing every household with an Emergency Action Guide containing preparation tips, then holding public meetings to answer your questions.

Read your Emergency Action Guide then bring it along to one of the meetings listed on the Council’s website. When you get home after the meeting, put what you have learned into practice.

My husband John and I will be attending a meeting for our family’s welfare. It is so long since a cyclone came our way that we might well have forgotten some of the measures we should be taking and there are sure to be new, helpful ideas.

Gather your neighbours and family together and come along in a group. It could be a social occasion that could save your lives.

Use your Guide to prepare for the cyclone season
Meteorologists are predicting increased storm activity this summer so the Council is helping you prepare, just in case.

You should have received in your letterbox a Council Emergency Action Guide that includes tips on preparing for storms, flood, bushfire or cyclones.

Read your guide thoroughly  to ensure you fully understand how to prepare for an emergency then, most importantly, prepare!

New on-line service for common problems
You can now report a common issue or request a service from the Council on-line.

The new streamlined on-line service provides a convenient and easy way to contact the Council from your home and to ensure your report is dealt with as quickly as possible.

Simply click on to the “Report an Issue” icon on the home page of the Council’s website and follow the prompts to the form that applies to your request.

A Council Customer Service Officer will respond by email within two working days advising you of your unique customer request ID number and when you can expect to have your request resolved.


Light up your Fraser Coast
Help radiate the joy of Christmas by entering your home in Light Up the Fraser Coast.

The competition is open to businesses and private homes throughout the region and includes several categories in different areas with prizes to be won.

Entry forms are available in the Fraser Coast Chronicle or on the Council’s website. If you don’t want to enter the competition but want your lights display on the Chronicle’s Christmas Lights Map, tick the display only box on the entry form. Entries close 10 December.


Nominate for Australia Day Awards

Do you know any outstanding Aussies or community groups in the Fraser Coast region?

If you do, nominate them for an Australia Day Award in each of the four previous local government communities (Hervey Bay, Maryborough, Tiaro and Woocoo).

Nomination forms are available at Council’s administration centres, can be downloaded from the Council’s website (click here) or you can ring Council on 1300 79 49 29 to have a form posted to you.

Take a seat, a new seat, and enjoy the show!
When you visit the Maryborough Showgrounds and Equestrian Park, you can now enjoy your chosen show in more comfort.

The Fraser Coast Council has replaced the 30-year-old seats in the MSEP grandstand with 576 bright blue, Australian made, polypropylene seats and upgraded the grandstand structure during a $160,000 renovation.

The concrete grandstand was also cleaned, repaired and sealed to stop water penetration. Roof sheeting and rusted purlins were replaced, the new purlins painted and the lighting was upgraded. Non slip and high visibility paints were applied to the surfaces of all walkways to improve safety before the seats were installed. More …

Fraser Coast company to build Hervey Bay PCYC extension
Fraser Coast builder Monopoly Constructions has been awarded the $1.3 million contract to build the third court at the Hervey Bay PCYC. As part of the contract Monopoly Constructions will also utilise 12 local sub-contractors who employ approximately 97 staff.

It is expected that work on the project will start mid December, 2010 and be finished by April, 2011. More …


Grants available for community events
Are you planning a community event that could benefit from some financial support?

Fraser Coast Regional Council’s Community and Events Support Grants Scheme is now open for applications.

Eligible community groups and organisations are invited to apply for funding of up to $5,000 to assist with community projects and events taking place between May and October 2011.

Applications close on 11 February 2011 and successful applicants will be notified in April 2011. Application forms are available from Council’s Administration Centres, Libraries and from Council’s website www.frasercoast.qld.gov.au

Main Street open to traffic by Christmas
Main Street Hervey Bay should be open to traffic again on Christmas Eve.

Unseasonal wet weather has substantially delayed the project but the contractor has allocated additional resources to the project and is aiming to complete the roadworks and open the street to traffic by December 24, weather permitting.
This project and other road projects planned for the near future will improve traffic flow through central Hervey Bay.

Landscaping and associated concrete works will continue into the New Year.

Christmas/New Year closing times for Council offices

All Council offices and depots will close 2pm on Christmas Eve and re-open on 4 January 2011. For urgent enquiries call 1300 79 49 29.

Christmas /New Year hours for Maryborough Showgrounds and Equestrian Park

Maryborough Showgrounds and Equestrian Park will close for the Christmas/New Year at 5pm 23 December 2010 and re-open again on 29 December 2010.

Have your say this weekend on Anzac Park upgrades

The Council wants your ideas and input into planned upgrades to Maryborough’s Anzac Park.

Shelters, barbecues, new play equipment and paths are included in the plans.

Come along to a public meeting at the Anzac Park playground off Cheapside Street at 10am on Saturday 4 December 2010 and help plan these improvements for our region.

New-look for Point Vernon community centre

Come along to an open day at the Halcro Street Community Centre in Point Vernon on Friday December 9 from 9am to 1pm, to see the centre’s new look and facilities after a comprehensive refurbishment.

The centre started life as a Telecom depot and is now home for Home Assist Secure and Community Radio 107.5FM.

Meeting rooms are available for community groups or government services looking to establish a presence in Point Vernon. Bay Connect is also setting up computers to offer training courses and a small lending library of novels has been started.

Point Vernon and Pialba residents will soon receive their first newsletter from the centre which will include a questionnaire asking for suggestions for a new name. Suggestions can be sent to the Community Centre Co-ordinator at 30 Halcro Street, Point Vernon.

Arborcrescent Road rebuild

A 110-metre section of Arborcrescent Road in Glenwood will shortly be rebuilt to improve its alignment. The gravel road has encroached on to three properties, and the owners have asked Council to move the road. The rebuild will include a three-metre verge and will be carried out while Council’s roadworks machinery is working on other roads in Glenwood.

Work under way on Hervey Bay Community Centre

Work is under way on the $ 6.7m Hervey Bay Community Centre in Old Maryborough Road.

Funding for the 1760 square metre building came from the Australian Government’s Regional and Local Community Infrastructure Program – Strategic Projects ($4.4 m), the Queensland Government ($1.6m), the Fraser Coast Regional Council ($600,000), Hervey Bay Rotary Club Sunrise ($65,910) and the Neighbourhood Centre ($65,000).

Lead contractor Fraser Coast company VDM Constructions and 16 Fraser Coast sub-contractors plan to complete the project by the end of June 2011.

Hello HenryThe Council’s decision to enlist Brisbane company Guymer Bailey architects to design the Maryborough Aquatic Centre redevelopment was based on sound criteria developed to ensure best value for Fraser Coast ratepayers.

The criteria are standard for all tenders and are adhered to strictly to ensure fairness and to comply with the Local Government Act. Price is weighted at 20% of the overall evaluation criteria. The other criteria are Relevant Experience 30%, Vision and Innovation 25% and Methodology 25%.

This contract is for the design phase only of the project and represents about 7% of the $6.5 million project budget. Tenders for the construction work on the pool complex will be called next year and local companies will be encouraged to tender to undertake the project.

While the Council in its Five Point Plan, committed to using Fraser Coast suppliers and contractors where possible, this is one of the very few occasions where the majority of Councillors believed the winning tenderer had the best expertise for the project at an acceptable price and was offering best value for the community.

Council continues to support local businesses with more than $12m injected recently into the local economy through 10 major projects, not including civil, road and bridge building projects.

Council wins in Tourism Awards
The four awards that the Fraser Coast Regional Council won in the prestigious Fraser Coast South Burnett Tourism Awards are recognition of the Council’s determination and effort to promote the Fraser Coast for the benefit of all residents, says Cr Anne Nioa.

Awards won by the Council include -
- Tourism Associations and Visitor Information Centres Award – Hervey Bay Airport VIC right: VIC Co-ordinator Vanida Petts with Fraser Coast Chronicle General Manager Jonathan Steel ;

Special Commendation for Regional Gallery’s Mudskippers
The Hervey Bay Regional Gallery was recognised with a Special Commendation in the prestigious Gallery and Museum Achievement Awards for its outstanding art education program, the Mudskippers and Little Skippers education programs.
Little Skippers is tailored to three to five-year-olds and the Mudskippers Club workshops are designed for eight to fourteen-year-olds.
The judges recognised the Gallery’s commitment to lifelong learning and its approach to developing new audiences. The judges said the gallery had raised awareness of its activities and created a sense of belonging by developing membership-based programs. More …

Expect to experience a broad range of talents and artwork when you visit 2010 Art Affair - a Fraser Coast exhibition that highlights the skills and abilities of people with a disability.

Cerebral Palsy League and Fraser Coast Regional Council, in conjunction with sponsors Hervey Bay Council for the Arts, the Queensland Government, and Lifeline, are staging the exhibition but this year it will include Maryborough as well as Hervey Bay.

The official launch of Art Affair will be at the Hervey Bay RSL, Torquay Road on 30 October (open 9.30am to 2.30pm). It will stay in Hervey Bay for two days before moving to Gatakers Artspace in Maryborough from 2 to 19 November (open 9am to 4pm). Entry is free. More …

Wake up the kids early, hop on your bikes and pedal to the Urangan Community Centre, Elizabeth Street, Hervey Bay for the start of the 2010 Tour de Bay Charity Bike Ride at 7am on Sunday October 31.

Organised by the Hervey Bay Neighbourhood Centre and Rotary Club of Hervey Bay Sunrise, the ride aims to raise more than a sweat – all proceeds go to the Hervey Bay Youth Mentoring Program.

Choose an easy flat run for beginners and younger folk or the challenging loop for more experienced cyclists to take in some of Hervey Bay’s high country.

Water and healthy snacks will be provided along the route. The ride finishes back at the Urangan Community Centre where a Community Breakfast will be ready to welcome all intrepid riders!

Money raisers earn prizes.


Nominate for Australia Day Awards
Do you know an outstanding Aussie or community group in the Fraser Coast region? If you do, then nominate them for an Australia Day Award.

Australia Day awards on the Fraser Coast will be given in the following categories in each of the four previous local government communities (Hervey Bay, Maryborough, Tiaro and Woocoo):
- Citizen of the Year
- Junior Citizen of the Year
- Senior Sportsperson of the Year
- Junior Sportsperson of the Year
- Senior Cultural Award
- Junior Cultural Award
- Community Event

Nominations should be returned to Council as soon as possible, with the successful candidates being presented their awards at Australia Day celebrations on January 26, 2011 across the region.

Nomination forms can be obtained from Council’s administration centres, downloaded from Council’s website or by telephoning Council on 1300 79 49 29.

Help bring back the Richmond Birdwing Butterfly
The Richmond Birdwing Butterfly (Ornithoptera richmondia) has become locally extinct due to loss of its natural habitats.

Come along to a free community workshop to find out how you can help bring it back to the Fraser Coast by restoring its habitats.

Maryborough City Hall – Saturday 6 November – 9am to 3pm. Hosted by the Richmond Birdwing Conservation Network and Mary River Catchment Co-ordinating Committee.

On Day One the Council’s three Outback Trailblazers CEO Andrew Brien, Director of Infrastructure and Environment Wayne Sweeney and Executive Manager Strategic Integration discovered the rally rules included bribing judges and thievery.

“If you can steal something from another team, preferably their car keys or tents, they have to buy them back which gives your team more money to bribe the judges and win points,” said Mr Brien.

Guitar and flute recital – a must see
Internationally renowned classical guitarist Rupert Boyd and acclaimed Australian flautist Jillian Norton will perform at Gatakers Artspace in Maryborough – the only Queensland venue in their six-concert 2010 Australian tour.

The recital at 4.30pm on Sunday 14 November, is sponsored by Janet’s Art, Kent Street, Maryborough and will be staged in Gatakers courtyard.

FLOWER POWER IN MARYBOROUGH FRASER COAST QLD

Watch these spaces and see them bloom
Remember to visit Queens Park Maryborough on Remembrance Day (11 November) because Council parks staff are predicting it will be awash with floral colour following extensive planting of annuals in September.

Team leader Marshall Nuttall said staff have planted petunias, cockscomb and celosia in the Judges’ Walk and fairy fountain beds and yellow and orange marigolds around the cenotaph.

“Once the plants are in full flower we can expect a few months of wonderful colour in this top section of the park,” he said.

Council parks staff have also drained and cleaned the Queens Park pond and thinned and pruned the plants in and around the pond.

Summer blooming in the Elizabeth Park Rose Gardens in Kent Street is also expected to be spectacular this summer.

The rose plants were cut right back in July to encourage vigorous growth, the beds were freshly mulched and new name plaques were installed on recycled plastic posts.

MICK KRUGER MESSAGE FOR ANGEL FLIGHT FUND RAISER

Message from the Mayor
Hello

The Fraser Coast Regional Council, on behalf of our region, is supporting Angel Flight by entering the Outback Trailblazer fundraiser and we are inviting you to help raise at least $10,000 for this worthy cause.

The Council’s CEO Andrew Brien and two senior staff members will head off on the six-day 4WD rally through outback Queensland on October 17.

As part of their fund-raising effort they are selling raffle tickets across the region through Council’s Customer Service Centres and libraries and Visitor Information Centres. Bulk tickets and sponsorship packages are available from Kevin Corcoran on 4197 4500.

We are delighted with the support we have received so far from businesses and residents keen to support the project.

Angel Flight is a fantastic cause that helps people in regional areas, including the Fraser Coast, access medical services quickly. I hope you will be part of this regional effort to raise these much needed funds.

Planning for the annual Torbanlea Picnic Races on Saturday October 16 is well underway. This year, like 2009, Wide Bay Rural Weekly is a major media partner, and will feature the event over a 3 week series, maximizing promotion, especially to encourage bus bookings, camp site bookings, and all those people who prepare for Fashion of the Field.
